EV mode mileage drops 3 miles before use every morning

Can someone explain what is going on in this scenario? I usually charge the car over night. In morning when I turn on the car, I see 21 miles range on EV mode. Then I immediately turn off the climate and switch to EV later mode. But in less than 2 miles of driving, I see the range drops from 21 to 18.

 

The weather here in the SF Bay area is pretty mild. The outside temperature is in the 50s in the morning. My garage probably is in the 60s. 

 

Why do I lose 3 miles without using the HVB at all?

And the reason for the reserve is that amount becomes your "small battery" to allow hybrid operation.

 

If the battery remained at 100% charge, the battery would be unable to accept regenerated energy from the brakes and surplus energy generated by the engine. Drawing down the battery from 100% allows these two sources of energy to flow to the battery which in turn allows hybrid mode to function.
