Value Charging being overriden

This is from the FAQs at MFM:

Q: Why does my vehicle start charging immediately when I have a Value Charge Profile created for this location?

A: The vehicle overrides the Value Charge Profile if the State of Charge of the traction battery is less than 10%. After the vehicle charges up to 10%, it will delay the remainder of the charge until the lower-cost times selected in the Value Charge Profile.

When your car does this does the MFM trip & charge log reflect that? I've never seen this behavior.

I believe they're referring to a (pseudo) true state of charge value.  The only time i see this behavior is when the EV range is depleted completely.  It will charge the hybrid portion then wait for value charge.  Mine does not charge the EV range to "10%" outside of value charge.

I have my value charge settings programmed.  The car is charging as soon as I connect the plug.  The customer support tech said that the value charge setting is overridden if the battery is not at 35%.  Has anyone heard of that?  It's not in the manual.

Are you sure it is charging? If you plug in the car, the battery fans run to cool the battery, but it may not be charging. At least that is true on my C-Max Energi.
