Expecting a $4K Federal Rebate on Your FFE? Sorry!

As the OP discovered, the $4,007 is a Federal tax credit that one applies to the current year's tax liability on the IRS forms you file next year. It's definitely not a rebate, and only applies to the extent that it offsets any remaining liability you may owe the IRS after completing your taxes (prior to applying the EV credit). All withholding does is defer more or less of your paycheck to the IRS; it doesn't affect the total taxes owed (unless you don't withhold enough and therefore owe a penalty).

However, if you live in California, the $1,500 CA tax rebate that applies to the Fusion Energi is indeed just a rebate check sent to you by the Clean Vehicle Rebate Project (funded by the California Environmental Protection Agency Air Resources Board)... but only if you keep the car for at least 36 months.
