Well, I emailed a few dealerships around the country who had some Fusion PHEV in stock and finally got this back from one of them. So if anyone else is wondering, this appears to be the answer.

My local Ford dealership has a few used Fusion PHEV and I was considering buying one. They cannot answer any questions I have about them because they say "We do not deal in many electric vehicles" and they leave it at that. I told them my decision to purchase will rely on an EV battery health report. There only answer is "EV batteries do not degrade" - I have shown them that this is false. So there is little hope for them it seems. Even Ford Canada could not help. Their only reply was "We are not a technical facility" when I contacted the customer care department. Is it even possible to get a battery health report? I do not care if it has to be done at a Ford dealership or not. I just want to know if there is actually a way. Thank you.
